New Parliament Secret Expenditures

On December 10, Institute for Development of Freedom of Information (IDFI) presented to the public valuable information about covert expenditures and financing scheme of the Parliament premises construction in Kutaisi.

In total 347 mln.GEL were allocated for the construction of Parliament building and Government House in Kutaisi.  Customer of the construction of Parliament building was LTD with 100% of state ownership “State Service Bureau” , established in 2011 with statutory fund of 50 GEL and up to date its assets amount to app.190 mln.GEL owing to state property made over to this LTD by the Ministry of Economic Development of Georgia.

Namely, through realization and rent of the state property made over to them by the Ministry, “State Service Bureau” had managed to accumulate financial resources they directed for the construction of Parliament later on. One of the findings of the report is that owners of the sub-contracted construction companies generally are public servants. One of such companies, for instance is: “Meno International” LTD, whose 33% share owner is a Chairman of Georgian National Communication Commission Mr. Irakli Chikovani. Another example is “Caucasus Road Project” LTD, which sole owner is Ex-State Minister for Employment Mr. Paata Trapaidze.
