Within the frames of an in-house project: “Georgia Revenue Watch” on April 12-13, 2008 there was held a working meeting of experts to design the policy paper on Transit Revenue Transparency. Members of the working group from Georgia, Ukraine and Kazakhstan had decided to work out a collaborative policy paper on the above mentioned issue. Working group countries were identified after the following basic criteria: all the three countries are gross recipients of revenues from the transit of energy resources and correspondingly, it is very essential for all these countries to have, revenues accumulated from transit, highly transparent.
The elaborated policy paper will be discussed at an international conference dedicated to Extractive Industries Transparency Initiative-EITI scheduled in Oslo in autumn 2008. This policy paper will be lobbied/advocated at the conference in terms of expanding frames of Extractive Industries Transparency Initiative to Transit Revenue Transparency. Working group mission is to convince EITI Secretariat in Oslo, that for countries with an extend transit capacity is of utmost importance to ensure transparency both of extractive industry and energy transit revenues. Working group members do hope that EITI Secretariat will take into consideration their recommendations.
